Complaints/grievances

Summary of the Campus Policy Concerning Student Complaint and Grievance

  1. A copy of the Minnesota State Colleges and Universities Student (MnSCU) Grievance Policy 3.8 is available by contacting the Director of Student Life in the Campus Center.

  2. The attached forms deal with (1) complaint (2) grievances and (3) time extensions.

  3. Complaint: A student may, by MnSCU policy 3.8, file a complaint concerning any college issues and discuss it with the appropriate employee and administrator as established by the college. Students are encouraged to use available informal means to have issues resolved before filing a complaint or grievance.

  4. Student Grievance: In order to have policy right to the entire grievance process, a specific regulation or procedure of the college or MnSCU board policy must be involved. A student must be able to show a violation in the application of a specific regulation, procedure or policy.

  5. If a violation does involve a specific regulation, procedure or policy, a student may carry an official grievance of through four steps, if necessary.

    • Step 1 (A-C): To the employee being grieved.
    • Step 2 (A-B): To the Dean of Student Affairs/designee.
    • Step 3 (A-C): To the Vice President/designee.
      (Final step if the grievance involves college regulations.)
    • Step 4: To the Chancellor/designee.
      (Final step if the grievance involves a MnSCU board policy.)


  6. For ease in remembering, all time limits have been set at five days. Except that initially the students have twenty days to start the process. By mutual agreement time limits may be extended. A time limit extension form is provided. (Saturdays, Sundays, Holidays and breaks in the academic calendar do not count as part of the time limits, including breaks during the summer session.) For summer sessions the time limit for starting the complaint and grievance process is ten days.

    1. Any time an unsatisfactory answer is given, a student has five days to present the grievance in writing at the next step. (If the grievance is not presented in five days, the last answer stands and the grievance cannot go on any further.)

    2. In each step of the grievance the employee, the Vice President and the President must meet with the student in five days (if there is not a meeting in five days the student may go to the next step, unless an agreement has been reached to extend time limits.)

    3. After the meeting, at any step, the student must be given an answer in five days. (If there is not an answer in five days the student may go to the next step, unless an agreement has been reached to extend the time limits.)

  7. The forms developed by the North Hennepin Community College must be used.
